There are actually many free racing games that are great. There is a Need for Speed World by EA that is completely free to play but has a few locked features unless you buy the game. The features aren't that big of a deal and I have played the game just fine as a free to play user.

Free games will never be as good as purchased ones. Race 07 and all its expansions can be bought on steam for cheap. Those simulators are bad to the bone, not for newbie's.
