I remember an online game from early 2000's, maybe 2001 (pretty sure it was shockwave based) where you drove around little colored cars on a 3D track... depending on what you placed in the race, there was either a girl in a bikini or a topless girl at the end. It wasn't a real picture, just a rendering.

It might be on of the Cruising games. There was Cruising USA, Cruising the World and another Cruising game. At the end of one of the tracks you ended up at the White House. If you got first, it would move up to the roof and show George Bush in a hot tub with a bunch of girls in bikinis. Then the White House turned into a space ship, and took off. Everyone said that there was a version of the game where the girl was topples. I got first every time on every stage, but never saw the topples girl. There was one stage where she had a sheet in front of her. That might have been it.
